The Table-Top Railway is an attempt to create, in British 'N' gauge,  a 'semi-scenic' railway in the old-fashioned style, reminiscent of the layouts of the 1930s to the 1950s.

Or he was looking for an opportunity to provide Southern motive power for the Edinburgh to Aberdeen passenger trains after Mr Thomson did 'things' to the wonderful 'P2' 2-8-2 class. 'OVSB' was much involved with the 'P2' class, including, if I recall correctly, taking 'male chicken' (changed by forum) of the North (will the Forum make me look very silly again?!) to France for testing.  I understand he spoke excellent French which would have been helpful.

Regardless of the wheel arrangement I just thought "BR Blue - must have some sort of Yellow Panel, be they small or full". :)
