I don't think so this appears to be more like the old crash mats I will try to find a spec for you tomorrow

if this is the same plastazote type foam that you get in Parkwood arts stock boxes, the a scalpel or craft knife with a brand new blade should work ok, but like cutting card or paper, the blade will blunt fairly quickly.

If it's soft foam like I think you mean I get on well with a brand new stanley blade.  Have to wipe the oil of first of course, then light cuts at the "sweet spot" angle work very well -can't tell you the angle, but when you hit it you know as it slices through easy rather than rips or has any resistance.

I have used one of these to cut polystyrene and believe it can be used on foam too although I haven't tried yet, I intend to though. It does leave a very clean cut (after some practice) in the polystyrene.
