I assume you mean a Collett Goods 0-6-0 tender loco, of which Peco and UM have both had a stab at, and both are no longer available.

1: Is there any way somebody could acquire the rights to manufacture Union Mills locos?

2; How many members here would buy an SR 4-6-0,obviously a Nelson would be favourite but an Arthur, S15 or H15 would be welcome.
With the latter 3 classes one could almost get away with two body types and choice of wheel size- Urie and Maunsell
( main difference being the cab roof and tender body )

@Dorsetmike I would personally prefer an Arthur over a Nelson but yes I'd take one of either .

I would love one of those. I do keep my eyes peeled on eBay. The sole 1:1 scale survivor lives near me and is a fabulous machine.

I think that's the point Alex, either of those locos (King or County) would have widened a GW modeller's stud, but the Hall has a much bigger appeal to modellers generally as it was comparatively widely travelled plus of course a large class of locos with many preserved to appeal to the modern modeller, so makes much more sense commercially.

A lot depends on expectations I guess, and for the majority (especially new buyers) I would say the Dapol Hall no longer meets them, it is quite an old somewhat clunky model and way behind the curve in terms of specification. I guess you could make the same argument for the Manor, but Dapol are upgrading that one themselves!

There has also been a Hall in Bachmann's OO range for a long time whereas the County and King have never been meaning a whole new research package would have been needed. It is also the first time a Modified Hall has been available or a Hawksworth tender, meaning a wider appeal in terms of prototypes, so while appreciating some would have preferred to see other GW models, personally I think they have made a good choice.

the original Graham Farish Hall was a modified one and I added Nbrass locos etched cabsides to two examples and a Hawksworth tender to one of them plus a complete repaint for both, carving away the frames at the front of one to simulate an original one. they both won a bronze in the annual model making competition in 2011 as can be seen below.

 

they have both received new chinese chassis and are still in service.

Indeed, my recollection is that Colin was approached but as UM was very much his "baby" and many skills/processes only in his head rather than formally documented, not only was their no real appetite on his part to sell on, it wasn't really a practical proposition either.
