While painting a few signal kits this evening I have discovered the need for some varnish which is mixed with a coloured paint to fill in the coloured lens section of the signal.

Would I be advised to use a matt or gloss varnish?

Thank you.

Gloss

Matt varnish is gloss varnish with talc in it to make the surface subtly rough so light is scattered around. (Ok its slightly more complicated than that if you are a paint manufacturer but near enough).
