double head lights

Hiya guys I need some help please. I brought some double head lights of ebay scale 1:200 but I cant get them to light up. The instructions say contact the short wires to power and the two shorter wires to the other end but still nothing. I have tried it on 6 or 7 lights now so I know im doing somthing wrong but what? HELP PLEASE.
