Sorry, Laurie, but I don't think even Bachmann could answer that one.
I have the weathered version on pre order.

Given all the other models they have brought out since they announced it, I personally think the announcement was to perhaps to stop Dapol producing one before they got round to it, as happened with the 57xx panniers, but I live in hope that they will produce one before too long.
