Without getting into a political discussion (as politics is a banned subject), it ain't just previous administrations - witness the £40 million farce on the WCML

Well that didn't exactly help either! 

Hence why I didn't mention any particular administrations - they're all to blame one way or another and I have no interest in politics anyway
