Maybe because, as I don't want to use Facebook for its transient nature, that's what appeals to them? Maybe they don't want a discussion they just want to post a photo? My wife is an avid Facebook user, but doesn't get forums. They're different, and complementary, but I'm in no way surprised the membership base is different.
