Loco kit bogie wheels

I've got some new wheels to assemble for the rear bogie on my Langley L1/L3, as supplied they are plastic wheels with a metal axle, I've got a back to back gauge so it's not a problem getting the wheels spaced correctly on the axle, but how do I fix them to it? Do I use glue? And if so, which glue?
Currently the L1/L3 has old school Farish bogie wheels, but they are tiny, look awful and derail at the drop of a hat!

The best solution would be something like Loctite 603. It's tolerant of oil on the joining surfaces and takes a few minutes to set, which gives you plenty of time to adjust the back to back setting. The only problem is that the smallest pack size is 10ml and you probably won't find many other uses for it. Cyanoacrylate (superglue) should work OK but it won't give you very long to set the back to back.
