I think one of the best UK outline layouts for sheer scale is the excellent 2mm Finescale 'Chee Tor'....

and for N. American outline 'Jesmon River Railroad' built around steel girder frames!......

Yes I really like this but as you can see, not practical for most of us - and I can see how "real life sized" scenery does tend to dominate.
