Is there a cheap DCC programmer available? i.e.: one to program the CVs on a decoder.

Buy a sprog 3 (£60) and Decoder Pro freeware and you can program from a computer

DCC++ on an Arduino and decoder pro about £15 all in is just about as cheap as it gets.

Another vote for the SPROG / DecoderPro combination here.

I've used one (an older serial port version) for many years for many brands of decoder in N, HOe and G scale.
