I recieved a cheapo micro camera from China today, here is a first driver cam video it is on one of my BDA's,I need to make a wagon/chassis to mount it properly to get a lower point of view.

Same little camera that I used for my 'on the track' vid of Hurst Hill with a similar problem of the camera sitting a tad too high on a standard flatbed.

I also think your fiddle yard on the left in the first 30 seconds needs a bit of work ;)

Yes, definitely needs to be a little lower. Can you rig it up to point downwards a little ?
I thought several times that we were going to crash into things !

There are a few Well wagons, NGS kit 15
 

Also a Minitrix one (with transformer load)

A cheap DIY option, and old Farish bogie coach chassis, cut out centre and replace with a dropped section of brass bent to shape;

making the ends longer you could maybe just mount the bogies direct provided you can get sufficient clearance for the bogies to swivel OK

You could probably do similar using 2 flat bed wagons  but you'd have to use a pivot for  your dropped section
