The UK government does not have the power to 'bring back British Rail'. The UK was one of the main groups of people who forced through all the access policies and divisions of track and train companies across Europe. It's now European law that is our fault and we can't easily change.
We could I guess ignore most of it, which seems to be how much of the rest of Europe works but even then you'd have to bring back British Rail (trains) and British Rail (not trains) and keep all sorts of other broken divisions that ensure everyone blames everyone else and all the money goes to waste.
