Person with the child deserves some form of punishment.
Any responsible person would not have the child walking next to the platform edge but on the other side of them.

The article said that the woman with the child was visually impaired, maybe she just didn't realise that they were so close to the platform edge.
Sorry. I just watched the vid and didn't read any article. Even on the vid the adult wasn't going to get too near the platform edge, though. Not even within arms distance of the child. :hmmm:

She was extremely close to the edge when the kid went down, but then moved some way back and, I assume, was calling the kid. If she had taken another step at the start she'd have gone over the edge as well.
