You mean resistive wheelsets? For occupancy detection? Or do you just mean metal wheels (where one wheel will always be insulated)?
Farish sell their own coach wheelsets if the latter. No specific advice on the former, a lot of people attach a resistor across the isolating bush.
One wheel is a solid metal to metal connection to the axel and the wheel on the other side is insulated from the Axel using a plastic grommet. I want to fit DCC Concepts pick-up springs to he axel so that lighting can be installed in the coaches. I have contacted a number of shops that have Graham Farish wheel sets in stock but both wheels are insulated from the axel. I already have some GWR coaches that came fitted but rest of my coach rolling stock has insulated wheels.

All Dapol lightbar ready coaches are fitted with live axles. Interestingly RG there's 4 pairs of FVM wheels sat in a Jiffy Bag in my garage ready to come to you (in some TF-25s!), so you can check them out and see if they fit the bill!
I buy them from NScaleAmercianTrains.
The 36" ones are c5.5mm (Farish coach wheelsets are 6mm), so they may be too small for coaches.
