I know dummy locomotives are un-powered but how much of the drive mechanism is missing from, say, a Dapol class 66?

Pretty much all of it. If you wanted to motorise one you'd basically want to do a body swap with a motorised one.
How about buying two motor bogies and wiring them together? With lead weighting?
Might be worth a shot?
However, I'm not sure as to the cost or reliability of this method!
This is what you get with a dummy Dapol 66:

Basically you get the chassis frame, a pair of one-piece free rolling bogies (totally different tooling to the geared towers), the motor mount purely for weight and the body with cab mouldings. To power it would cost more in spares than a complete working 66 as you'd need a pair of complete bogie towers, motor & PCB.
