Can anyone point me in the direction of a toad brake van kit? I was hoping peco might make one but it doesn't look like they do.
Can't help you with a kit, but used Farish RTR ones are available variously on eBay.

Might have to plump for one of those in the end. I've mever made a wagon kit and as I was in need of a western region Br brake van I thought I would try get one to make. Would any other brake vans have been used in that area in the early-mid br period?
Perhaps Parkside Dundas (now Peco), a while back I emailed Peco to ask if they had a kit or rtr
model, as they have kits for 3-4 different brakes, but they referred me to the Farish and Lima
versions, how about the NGS shop?
Peco do a kit for their LMS or NE short brake vans if that is any use to you. Brake vans did travel around during your era so you could get away with it. Very easy to make with a one piece chassis so you know it will run fine.

Beyond that, the only kits I am aware of are etched brass ones, not at all beginner kits.

Yes, for the short outside framed one they're on the chassis, but I'm guessing it's a custom chassis that'll require detailing for the 6 wheel one. I wonder if it's cheaper to buy some brass ones from somewhere or just buy a peco 10ft chassis kit and cut them off there? :)
