Is there an option to start a new topic on Dapol Digest or is it only for response to Dapol topics?

All I can find is "reply to" or "comment on".

says new topics are started by admin. So I guess you need to contact them to start a new topic.

I've started new topics myself. Top level boards are (naturally) locked. After signing-in, drill down to the relevant sub-board and you'll see a '+ New Topic' button.
