While looking at some of the Dapols Hall and Grange tenders the large 4000 gallon tender I noticed that the wheels are solid but when you look at photos of the real tenders they are not solid. However the smaller 3500 gallon tenders that they use on the Manors, 28xx and Granges etc these have the spokes. What gives am I missing something?
I don't think you are missing anything. I think that extra detail just corresponds to Dapol's first and second generations of GWR tenders respectively.
I don't know if they have (or will) upgraded the wheels if and when they re-run the earlier models.
Also, you can't change them by swapping as the pickups are different on the two tenders meaning the hall axles have pinpoints; the spoked wheels do not.

The 4000 Gallon tender was released with the Hall in 2011 IIRC. The 3500 Gallon Churchward tender was developed for the 2884 a couple of years later and had improvements such as the spoked wheels.
I find I do not notice the difference when running but if you have a definite preference for the 3500 gallon tender then you may be more satisfied with a Manor/Grange than a Hall.
