Can't see a watch but is that plastic guttering and down pipe.dont think they had white cast iron then.

If the alarm goes off, does a semaphore tower appear above the roof and signal to the Old Bill?

Not sure, but it might be a bit early for semaphore. It's more likely a beacon fire would be started on the roof (fascinating historical fact: this was one impetus for the development of the semaphore system, as the beacon fire was also the signal for the fire service and hence a common cause of confusion and also unintended infernos, e.g. the Pudding Lane bakery incident in 1666, triggered by a faulty smoke detector [*] )

You're probably right.  The semaphore system in England dated from 1795 and Poldark was supposedly someone who had been a prisoner in the American revolution, so he'd be well into his 40's or 50's for that scenario.  Rats, another anachronism  :(

If you look on the left hand chimney stack there may also be a tv antenna on the roof!
