Is the new(?) 4F in the GF Seaside Excursion train set a loco drive or a tender drive ?

Just got one. Unfortunately it is a somewhat weak loco drive. The J39 with tender drive leaves it standing.

Can you qualtify how many coaches/wagons etc ? To give me an idea. ( I have read up on UMs tender drives and their good reputation, one reason why I raised this question ! but all else being equal then loco drive would be preferred iyswim ! )
Sadly I am new to this (an aborted attempt with a set earlier in this year led to a repatriation !) so I have just been reading forums meanwhile.
I dont have a J39, (yet !) but it is a candidate for my period/interest later.
Yes, it is struggling with a train of 12 items of stock which consists of a Toad, seven 4 wheel vans, a Mk1 CCT, a Stove R, a BG and a Mk1 GUV.
A UM loco would pull 10 times this amount.
The 4F is a very fine looking model indeed but I would have prefered it to have more power.
