Kato produce models for the Japanese, American and European markets, right??
But what scale do they produce their models in?
Isn't the Japanese N scale 1:150th and yet the European/American market is 1:160th?
If this is the case, then do they produce different models at different scales or do they produce the same models at different scales?

The European models they produce (like the class 66 diesel loco and Eurostar class 373 EMU) are made to 1:160 and intended for the European market - they don't have 1:150 versions of those models as they are not Japanese prototypes. But, yep, the Japanese models are 1:150 scale.

Except for the Shinkansen models which are 1:160 scale. Why the difference? Most Japanese trains run on narrow gauge track.
