a silly question I'm sure, but what does the marking above the loco number on this loco mean ?

If you mean the yellow 'flash' below the cab window, this is a CE Departmental logo - carried by locomotives used mainly on engineering trains. The most famous recipient is most likely 50019 Ramilies, when it carried its special CE blue with grey roof...

This is the only picture I can find that clearly displays this logo...
