From a product description:

The blue-spot fish vans found many uses after the end of fish traffic on British Rail. This model and it's partner represent the vans in use as breakdown packing vans for the Shirebrook breakdown train.

Designed for express freight haulage these vans were ideal for breakdown train use, carrying thebasic re-railing equipment needed to deal with minor derailments, or carrying the lifting tackle used in conjunction with heavy lifting cranes.
