does anyone know why Google Earth has stopped showing UK county boundaries, or how to bring them back.

since the last so called updates these have disappeared, though you can choose to show US school districts

You have US school districts on that side of the pond? The education system is really going downhill, and you thought it couldn't get worse!!! Lol

OpenStreetMap seems to still show both railways and county boundaries:
