A question about "Outlook"

If I right click an email and add it to the junk senders block list, the email goes into the junk email folder.  Now, if I empty the junk folder, does the computer "remember" that that email address was junk and continues to block it? TIA.

No, only that specific email address is added and the email are still received into the Junk folder

You need to select filter rule either :
Add sender to Junk
or
Add sender Domain to Junk

You can also select an action :
Place email in Trash
