And of course a jammer which causes mobile phones to stop working by pumping out EM radiation is not going to be at all conspicuous or easy to find is it?  :P

Jammers are illegal, building things that are opaque to phones is generally not.

One feature of the new house is that it's rather opaque to wireless and phone signals  :'( - oh and its listed so adding cable ducts isn't allowed either

My parents have a similar problem so my dad invested in his own picocell. Drastic perhaps but effective.
