Just a note, phone jamming devices are illegal in the UK under the Wireless Telegraphy Act 2006.

They are only illegal if you get caught     

And of course a jammer which causes mobile phones to stop working by pumping out EM radiation is not going to be at all conspicuous or easy to find is it?

Jammers are illegal, building things that are opaque to phones is generally not.

One feature of the new house is that it's rather opaque to wireless and phone signals  :'( - oh and its listed so adding cable ducts isn't allowed either

My parents have a similar problem so my dad invested in his own picocell. Drastic perhaps but effective.
