Multiple messages at the top of the main page

The constant flicking between the two messages at the top of the main page is playing havoc with my browsing on my phone, because even when not in view, each transition causes everything to move up and down, so I regularly find myself clicking on the wrong thing.

Is it possible to either remove the transition effects, or increase the length of time between transitions, or both?
