Looks like it's just a body kit. I think "Lower and power assembly is required" means chassis required.

No, it's a full kit, you just have to put it all together, including the chassis and related gubbins.

FWIW Tomy Nine Scale (forerunner of Tomix) put out a model of this or closely related loco in the 1970s.

As I can't read Japanese what is the one at the bottom of the list? It's got bigger wheels and more valve gear than the model originally posted but seems to have a similar body. I only ask because the chassis looks similar to that under a USA tank.....

I've done that but it doesn't tell me any more about the loco or whether it is available. I did try to check up World crafts Minamisatsu Railway Unit 5 but Google didn't want to know..... Any help from those in Japan would be useful!
