They are actually the card that is wasted when you make the roof finnials on the GWR station  Metcalfe kits.
It's you railway so build it as you want and run whatever you like. The only rule is - ENJOY :

They look a bit large, the prototype were 15" diameter, scale 2.25mm, Amazon have hole punches that wil punch card, leather and other materials but so far I've not found any at 2.25mm, plenty at 2mm and 2.5mm

I'd have thought that 2mm versus 2.25mm, the equivalent of 1 and a 1/2 inches smaller diameter wouldn't be noticeable in N gauge.

I picked up a couple of sets from BH enterprises at the Essex N gauge show, part no BHE131 1.25p for 2 sets of 4 in etched brass.
