Seem to have picked up a dodgy virus of some sort that tries to block my internet access, without payment of a fee.
Does any one know how to remove block iOS from an iPad?

I have been told by pretty much every single apple user I've ever met that there's no way to pick up a virus on an apple product. None of them use any virus checkers at all. Fair play to them!

I also use Malwarebytes and on the couple of occasions I have been 'warned off' a site, it has been MWB that warned me. I also use AVG. But whatever the rights or wrongs of an operating system, none can ever be truly 100% safe.
Malwarebytes told me the HM Inland Revenue site was fishing scam site. Its a very clever bit of software. :D

This isn't a virus though. It's a nasty definitely but technically it's a trojan and can't replicate to other devices from the infected one. It's also pretty easy to avoid and clear up, so there's no anti-virus tool I'd recommend for iOS of macOS users that doesn't actually put your computer more at risk and cause more damage than just being sensible and not clicking on random things in emails.
Safari actually has a lot of anti-virus/anti-malware stuff built in, which gets bumped up each update. The current round of annoyances for all web users are these forced pop ups that aren't popups, but are alert boxes (which is why disabling popups doesn't block them) with a single button to confirm. Like "Your OS needs to be updated now, click OK to continue". Knowing that these messages aren't from Apple is very important (their main power is trying to trick you to hit that confirm button). Getting past them is the trick.
Basically, when you get one of these that Safari hasn't managed to catch and disable, switch on Airplane mode to take yourself offline (either swipe up from the bottom of the screen to switch it on from the control panel or hit the home button and enable it from Settings).
Now you're offline you can go back to safari and kill the page you had open that caused the alert (usually it'll be a site with unvetted ads like Google Ads where someone's managed to get a maliciously scripted ad placed), because you're offline, the page won't load, so you can zap it back to a default one without the script triggering.
Now you're back to a clear Safari page, you can switch Airplane mode off again and carry on surfing.
