Ballasting over ballast

I have finally got round to ballasting my layout - not quite the mind numbing experience others have mentioned.

I have a couple of very quick questions to ask:
  • Can one add ballast over ballast, i.e. apply more ballast over patchy / thin areas?
  • If so, does one use a normal 50 / 50 mix of water / pva with a spot of WU liquid?

In my experience the answer to both your questions is yes.  The water will soften the old ballast but it will firm up again as the glue dries.
