How to reuse a spare locomotive body

Spotted this on the French N Forum.

The photo in post #1 shows how a spare loco body can be repurposed for road use.

That looks like a faked photo if you look at the wheels some of them are facing at slightly diferent angles if it is real I want one it would be great at going up the hills in High Wycombe in bad weather I could start a winter bus service.

There's a video later in the thread. It looks like it's all wheel steering, but also looks like it's basically a trailer rather than powered.
